Privacy for Garden

I rent a corner apartment that has a garden beside a very busy junction which has very low garden walls/gate. I want to give the garden some privacy as there are pavements and roads on two sides of the garden where pedestrians and traffic pass and people can see right in. What is the best low-cost suggestion for this. Bearing in mind, it would need to withstand all weather conditions such as strong winds etc. I’ve already discussed some kind of fencing/screening. Just wanted to know if there are any cheaper alternatives please?

Hi I can’t think of a cheaper option other than a fence. Some thing to think about are you going to block sight line to traffic if you are on a junction . And thats why it not bee done before thank kevin
