hot water timer not working for economy seven

I can only heat water using the booster. What could be the fault; loose wire, hard water, what would you recommend and what does an electrician charge on average in Norfolk?

do you have storage heaters as well and are they working ok
trouble may be with heating element or thermostat on tank if fuses/breakers all ok
