Do I need plasterer or painter to repair ceiling spotlight edges gone rough and jagged

The ceiling spotlights were 'sealed in'. When changing the bulbs - contractor cut them out and left them in a mess - uneven edges and jagged paint, bits of ceiling falling off. Do I need plasterer or painter to repair this?

No you will not need a plasterer. A painter and Decorator will be able to make it good with easy fill or just filler. Hope that helps.
