Sounds like water has either got into a light fixture or junction box. Your best course of action would be to contact an electrician and ask them to carry out a thorough inspection of your upstairs light circuit and any other circuits running through your loft.

This does sound like the water has made its way into the light fitting itself or into a join. Really the circuit should be tested and the fault should be made clear. It could also be a loose connection at the start of the circuit!
