Minimum depth from concrete to bottom of door to allow tilling

Please could you advise the minimum depth required from concrete foundation to the bottom of the external door to allow screeding and tiles to be fitted. My builder has left 2 centimetres, (one if you include the rubber seal on the bottom of the door).

Peterborough

Typically you will see around one full brick between the door base and concrete before screed and finished flooring. Most screeds are around 5cm although this can differ dependant on materials used and conditions.
