Choosing the right professional for outdoor steps

We have a small, widish set of external steps on our Victorian apartment building in Altrincham, Manchester. The steps are tiled, but some tiles are coming away. Underneath, it looks like the original Yorkstone may still be present. We’re trying to work out what kind of tradesperson would be best to: assess whether the Yorkstone underneath can be restored and left exposed, or, if not, replace the tiled finish with reclaimed Victorian-style tiles. Should we be looking for a builder, stonemason, or specialist tiler for this type of job?
