Level flooring in upstairs bathroom due to flood.

The floor is a marine ply honeycomb construction with plywood on top, and after a flood there is a dip in the middle after it's dried out. The suggestion was strip back the plywood the lay cement board with scree? What could be a better alternative?

Strip it down and level up with additional wooden buttons on each side of the joist.
This would strengthen the structure which seems to be fatigued and affected by the flood.
I would recommend also a water resilient floor and wet room standard applied to the new bathroom

The suggestion is correct. Tiling on timber - although common in america, here is frowned upon. Always use correct substrate for tiling and plywood is not one of them. Use cement board or decoupling membrane at least.

Definitely strip the ply back and either pack out the dips, or fix new straight batons onto the joists and re board.
Cement board, tile backer board or decoupling membrane before tiling.
