How to cool a chalet bungalow loft room?

Hello, we live in a chalet bungalow and the upstairs rooms get very hot. There is no insulation between the roof rafters and no vents (I think). There is one small velux sky light. What would be the most cost effective way to cool the room in summer? Is there any point insulating between roof rafters if there are no vents to improve ventilation? Do both things (rafter insulation and vent installation) need doing? Or should we just get AC units?? Any advice gratefully received, thanks!
