outside tap in my shed but meter upstairs in the kitchen

I’m looking to install an outside tap downstairs. There’s an existing facility available to connect a tap, as shown in the attached pictures. My question is: since my water meter is located upstairs in the kitchen and the new tap would be situated downstairs, would this outside tap be supplied through my water meter circuit, or would it connect to the downstairs flat’s supply? If the tap is plumbed from your own water supply (the pipework running through your meter upstairs), any water use from the tap will be counted on your meter. If connected from the downstairs flat’s plumbing, it would be registered on their meter, if installed. In situations where plumbing arrangements are unclear or shared, it’s best to check the existing pipework or consult a plumber or building management, as sometimes supply lines and meters can affect multiple flats

Once your meter it is in your kitchen any connection downstream will no be read by meter ( illegal) If you want outside tap you need to run a pipe after your meter which is in your kitchen to outside tap..
