Underfloor Heating Heatmiser UHF1 & Heatrae Sadia "CALL" always ON

Timer and thermostats are off and nothing demands heating, but "CALL" light is always ON and water in the pipe is always hot. What could cause that?

If there is a mechanical 2/3 port valve there is a possibility that the pilot wire (orange) has become live either due to a faulty valve or if its receiving a call from something else which highly doubt but if the brown wire of the valve has 240V then it’s receiving a call from somewhere which will be what’s opening the valve hence the pilot will receive 240v because the valve is open. More than likely the valve is faulty but probably best to get an electrician out to take a look.
