low pressure in taps and toilet

I have barely any water coming out of my cold water taps in the bathroom (sink / bath) and the toilet water level is low and very slow to fill. What could be causing this ?

Could be a burst main pipe in the area stop clock not fully open or problem with main stop clock also depends on what sort of system you have got example if cold water cistern in loft is not high enough
