Turning front garden into driveway

I have an elevated (1m tall) garden roughly 7m wide, 4m long (while facing the house). I'm wondering what my options are when it comes to excavating the whole garden and installing a drive. The path along the front of my house is just under 3ft wide. To my knowledge there's no drainage running underneath the garden, only the gas line to our house which may need to be dug deeper. Ideally, I'd look to have the garden excavated, and have retaining walls around the perimeter to support the path along the front of my house, steps to exit and my neighbours garden. Is my plan an option? am I able to excavate and have a retaining wall 3ft away from the front of my house? Has anyone undertaken a similar job in the past? Thanks

In short yes - but council planning permission will clarify 100%. Gas and water pipes can be moved .
