Electrical cut out in WC

We recently had a smart metre fitted, and it’s come to light that our main fuses/cut out is very old & understandably national grid are wanting to replace it. They have said it is a safety risk with it being old but also with it being located next to a WC that was added under the stairs before we brought the property. They are pushing for us to have it moved outside, but we would need a sunken box due to this effecting access to our drive, and we don’t have cavity wall for this, and I understand it would invalidate our home insurance anyway, if we started taking bricks out the side of the house? Because of this my only other option is to get the toilet removed whilst the cut out is replaced, am I legally allowed to put the toilet back in? I can’t find anything online that says it isn’t allowed, but they are intimating that it isn’t. They have also said if we keep it inside it may have to be re-positioned slightly (that will cause trouble with re-adding the toilet) I’m not sure if this is just to push us to have it moved outside or what, but I don’t know where else to turn or what to do. They have threatened to disconnect our electric in the street if a date isn’t booked in by the end of this month for the work to be done. Can anyone help please?

I would seek advice from a registered Architect , the energy service providers want as much access as possible to carry out their work , but i would think that if it was boxed in properly (not too tight and small) with room for them to carry out their work that would be enough OR do they want an IP or fire rated enclosure fitted. Remember that the new smart meter is smaller than the old meters , but they need space to work with it .
