No spacers used on porcelain patio

Currently having a patio installed and noticed they aren't using spacers for the tiles so there are some different sized gaps. Also a few of the tiles have lips. Is this normal? Any advice would be welcome

Spacers are normally used and really should be level.

Should not be any lips on the patio and spacers are a must
