Laying outdoor porcelain slabs on existing parially old concrete slabs and concrete base

Please, I am seeking advice on the best way to prepare a base for installing porcelain slabs on a very old, partially concrete slab and concrete base. The contractor wants to leave the old slabs and level the concrete base with the existing slabs using a cement/sand mix, then lay the porcelain slabs. I am not convinced by this idea because if anything loosens, the new slabs might just come up. I would highly appreciate any helpful feedback.

I would also go over the existing slabs ....by the time he puts his mix over them that's going like concrete ...they won't be going anywhere. He's saving you money and time to get the job done ....I wouldn't worry he's doing the right thing in my opinion.
