Electricity was disconnected by the police

Hello, I was a renting a house to a tenant and it was found out they were growing cannabis in the property. The police were informed, entered the property and disconnected the electricity. I contacted the energy supplier and they told me to contact National Grid. I phoned National Grid and they emailed me a quote for £3200 to switch the electricity back on. Looking at the quote they want to do work outside the house. Why do they need to do that? My question is quite simple, is there any way this could be done for cheaper?
