My house was built in 1999. It is not in a conservation area.

I have applied to the local council to add a side door into my garage from the gable end, also to put a wooden fence on my parking space and a skylight in the roof of my garage. These things have been done by my neighbours previously. I don’t think I need a planning permission because I think this was under permitted development. Can you assist me?

✅ 1. Side Door into Garage (Gable End)
Likely permitted development if:
Your garage is part of your property and not a listed building.
You're not in a conservation area or Article 4 direction zone.
The door doesn’t face a highway (i.e., a main road).
> Note: You may still need building regulations approval for the structural opening and fire safety.
✅ 2. Wooden Fence on Parking Space
Permitted development if:
It's under 1 metre high when adjacent to a highway (road or footpath).
It's under 2 metres high elsewhere.
It’s not blocking visibility for vehicles entering/exiting (important for safety).
> If your neighbours have done it, this is a good sign — but they might have had different circumstances (e.g., no road nearby).

✅ 3. Skylight in Garage Roof
Skylights are permitted under the following conditions:
They don’t project more than 150mm above the roof plane.
They are below the highest part of the roof.
Frosted glazing and 1.7m sill height if overlooking neighbours (to avoid privacy issues).
For garages, this usually qualifies, but if the garage is detached, or converted to a habitable room, other rules may apply
