Electrician lied about accreditation and did not provide major works report

Hello to the accredited electricians! I recently had some major works carried out in my property (namely a consumer unit upgrade). Prior to the upgrade I checked with the tradesperson whether or not they will be able to issue a major works certificate to which they assured me they will. It has now been 2 months since the work has been carried out and I still do not have the certificate. One of the things that came from this is that I've learnt the trader is not in fact certified, hence cannot issue said certificate. I have a couple of questions when it comes to this. Firstly, is it legal for a registered electrician to carry out major works without having the accreditation to do so? If not, what can be done from my side due to him misrepresenting himself? Secondly, what are my options now to get this sorted so it is certified? Should I get in touch with building control and see what they say? Any and all tips would be greatly appreciated

Any electrician can produce an Installation Certificate, providing he knows what to test and how to fill in the certificate properly. When you say "Certified" do you mean he is not a member of a trade body (IE) Select / NICEIC /ECA ? Unfortunately , in the UK anyone can say they are an electrician and carry out electrical work , nobody can really stop them . It is up to the customer to confirm what you need with the "electrician" beforehand. What you need now is a qualified electrician to carry out an EICR . IF it is for building warrant purposes he/she will have to be a member of Select/NICEICor ECA and hold a current grade card. This will depend if you are in England OR Scotland.
