Water stay on the rooftop skylight

We had walk on skylight window installed on our extension. After the rain water remains on top glass until it finally dries out, which I thought should actually simply drain after the rain. I have asked our builders if this is fine and the obviously said it was, but I would like specialist opinion.

Are you a tradesperson and able to answer this question?

Its a common problem. If the frame was built without having any sort off Ferring's (timber which goes from think to thin) the water will not run off by its self if the frame has been installed completely flat this is the most common fault I tend to see and is just laziness. Only good thing is depending on the type off glass/frame etc that's been fitted its a pretty easy fix as long as you can get the glass window up without breaking it. Hope this has helped.
