Sink and toilet combo tap

Hi, how do you replace the tap on a sink and toilet combo. My plumber is struggling and saying he needs to take the toilet apart. Thank you

He is correct, they can be a nightmare to work on as the supplies are bottom fed and impossible to to disconnect whilst toilet is connected
