Can I Lay Carpet on top of 60min Fireboard

Looking to make a floor in a flat more fire resistant - is it better to lift the carpet and the floors, put in fireboard between the joists and then relay floor and carpet Or could I list the carpet, lay 60m fireboard on top of the existing floor and then relay carpet on top of that ?
