Can you render over render.The render has cracks around bedroom window it also has blisters lower down.

You can but it’s not advised.
Any render or plaster is only as strong as the substrate it’s applied on and if you’re saying there’s cracking and blisters then it would probably be best it’s removed as it could well be unstable.
Cracks a mostly likely caused by a structural issue or subsidence.
Blisters can be cause by trapped moisture, poor preparation or even salts and minerals.
