Hanging a ceiling light of 8kgs

We may have lath and plaster ceilings. I can’t access the loft. Have purchased a light and it weighs 8kgs. Would it be safe to hang and would it need a plinth in the loft. Also would be over staircase. Should I need to provide appropriate ladder?

Definitely worth getting a plinth/back plate in the attic space to mount the light to. If the ceiling requires access form a special type ladder it might be best to have one to hand.
