Can I change the amp in my fuse switch

I recently bought a chrome fuse switch cover buy the amp is 13 and its too high for boiler can I take out the 13amp fuse out of switch plate and put a 3amp fuse in the new chrome switch cover for my boiler switch, the boiler built in fuse slow blow is 2a

Yes this will be fine. Just ensure you isolate it correctly.
