Need an advice on basement (Cellar) changing to additional room.

I'm thinking to change a basement to standard bedroom with heater and electric as minimum but not sure what tradesman to ask for. I read it doesn't need council permission however, building regulation requires a fire exit window? There is a window already. Is it good idea and to change basement to a bedroom? I do not want to spend a fortune. I was thinking may be make like guest room. Any ideas and what stores do I need?
