We recommend you get a local electrician out to check it all out, if it's redundant removal will be fast and simple, hower if it's tested and it's already dead and it's not causing harm it may be best to get it cut back and any holes in the wall filled with silicone. If the cable is still in use running a bead of sealant around it will help stop the damp ingress.
