Question with regards to PVA Sealer on old, original walls.

in our downstairs area, i have stripped the wall paper off and in some areas, it has removed everything and gone back to bare plaster, however other areas it appears there's still some old sealer whereby when it's heated during the wallpaper stripping, it can peel away and is loose and stretchy, however when it dries, it becomes flaky and brittle.
So, can i therefore leave it be, sand back the surface and re-seal the wall/s or can I apply a new coat of sealer on top and all over the walls?
Does this sound like old sealer/pva?

In your description, when you mention "heated," I presume you're using a steam stripper. It seems that the walls have previously been painted with vinyl emulsion. My suggestion is to scrape off any loose paint, sand down the surface, and prime the walls with one coat of BIN primer.
Once dry, fill any imperfections, then sand to achieve a smooth finish. Follow this by sealing the filled areas again with BIN primer.

It sounds like you're dealing with old sealer or PVA. You should not simply leave it or apply new sealer over it. The best approach is to remove any loose or flaky material thoroughly first, then sand the surface smooth. Afterward, apply a new coat of sealer or primer designed for plaster walls to ensure good adhesion and a uniform finish. Skipping proper preparation can lead to adhesion issues and a poor finish in your new wall treatment.

i think you can try to wash it out with water some bigger brush or sponge after sand it. Because probably is it old wallpaper adhesive or pva, If not going good...still you can paint it over with primer i think zinsser bin is not neccessary you can use zinsser 1,2,3 water based is more friendly and more easy to application.
When heat is applied to wallpaper it can blow plaster, damage paint ,sand the wall of and get as much of the flaking paint off this is very important you get as much as possible paint with an anti peel fill the affected areas let it dry sand of and paint
