Adding external insulation on top of old crumbling render to a terrace house

Hi, I needed an input on the uk government scheme that had been rolled out last year to add external insulation to non-insulated homes ? So from my understanding our terrace house was made in the 1920's and purely made out of brick and not much insulation, if at all. We've decide on getting the external insulation done to the front and back of our terrace house however our existing rendering has been crumbling over the years. The house is very prone to damp, mould and moisture issues. My question is, should the old rendering be removed first before the insulation is bolted on top of the crumbling old render ? The site manager is saying it is not in their scope to remove any existing renders, assuming its part of the government scheme ? I'm not to sure, any advice and wisdom would be grateful! Thanks

Best practise is to remove any loose debris from the substrate before any EWI / Rendering works begin.

Yes any old crumbling render or pebble dash should be removed completely and stripped back to bare brick. New insulation should be installed onto a sound and stable surface as any movement or cracks in the existing render will eventually crack through onto the new render. I also think any insurance backed guarantees will be voided if not done correctly. Sounds like someone is trying to take shortcuts.
