Newly skimmed walls belled out at the bottom

Update: Thank you all, he came back and sorted it out. I have just had the whole house skimmed after removing wallpaper. Took off all the skirting before the skim. Now I am trying ti fit new skirting and pretty much all the walls have what I'd describe as a 'bell bottom' so that none of the skirting fits flush to the wall. I spoke to the plasterer and he said this is because the walls were not straight etc and suggested I chip away at the belled out bottoms or use a multi tool. Is this correct or should he come back and sort it out? I shouldn't have to do all this work after paying for a job.
