No rubber seal on MDPE water pipe

I noticed a puddle of water beneath my suspended floor and have identified the water is coming from the pipe housing the blue MDPE pipe. Its not sealed on the inside form what can see and I’m not sure if it’s supposed to be sealed or not. What’s the best method to seal the gap around the blue pipe if it’s supposed to be sealed? If I get a little puddle now and again, is this a problem ? Or will it just dry up and cause no long term issues. Any advice is appreciated.

If the gap around the blue MDPE pipe is supposed to be sealed, you can use plumber's epoxy putty or waterproof sealant to seal the gap.
