The roofer quoted VAT included but is not VAT registered

I sought several roofers for quotes and the one I chose was the only Ltd company and at the most expensive I asked if VAT was included. He messaged “ yes VAT is included”. He seemed the most professional. He sent videos and photos of the rooftop and I paid in full. However, he is not VAT registered so I overpaid at least 25% over other quotes because he said he was VAT registered. Surely this is fraud?

The company VAT Number should be displayed on invoice if there wasn't any then you should ask the question about it.
