very slow progressive damp patch on ceiling below where chimney breast used to be downstairs

we have lived in our house for around 8 years, an old mid terrace. We have had a new roof around 3 years ago. however we still have a damp patch that causes the downstairs ceiling plaster to flake and begin to crack (hairlines) the problem we have is diagnosis. It could be a leak from next doors upstairs radiator but they would need to remove floor boards ect. the downstairs has had the breast removed prior to us moving in many years ago. we cant confirm the lintel but if its wood maybe damp wood pressing onto the plaster board? we have had next doors landlady get someone in to check and pack the chimney stacks and check for issues around the roof and breast her side. still we are non the wiser. getting to the point would it be possible as its so slow to have some sort of new waterproof plaster board fixed across the ceiling and plastered and painted for at least security now? my worry is how hard to diagnose this and we could rip up all rooms floor boards but still have no luck? alternatively we make a whole in the ceiling where the issue is for inspection? appreciate any help its being a right pain and cant afford to cover all angle so trying to eliminate as much as possible.

If the chimney flue is still in place, then this is my first choice in terms of issue: couple of options as to what's happening (a) rain is coming in through the chimney pot if there is no cowl fitted or (b) condensation is being created and the area is 'sweating'... a decent builder will be able to diagnose and suggest the best solution...

Hi without looking at it I would say your chimney stacks are still there and the capping or lead works have moved so you will have a way for water to enter so that will result in damp

does the damp issue happen when it rains or during the raining months if the answer is no, then its not rain related. the option to create a hole in the ceiling around the area and check for any source of leak especially with the radiator being above it would be a good place to start If the source of damp is coming from the breast then theres a good chance that will also be causing issue with the upstairs room walls in any case you would need a builder to solve the issue
