What is the correct mix ratio, sand cement and is lime required?

3.5 plastering sand to 1 cement for scratch coat ,4 to 1 in top coat never have the top coat stronger than the scratch do not use lime in the scratch coat this will add suction use some waterproofer to slow the suction .
