Is it safe to route the gas pipe around the garden into Kitchen

Hi, We recently moved into a new house and discovered a gas leak under the staircase, where the pipe from the street connects to the copper pipe in the house. We were advised to redirect the pipe from the staircase to run outside through the garden and back into the kitchen. 1) Could you please confirm if rerouting the gas pipe in an exposed, visible space is a safe option, rather than keeping it concealed underneath the floorboards? 2) Additionally, why is it not possible for the gas engineer to replace the joint between the street pipe and the copper pipe? Is this not the appropriate solution? Thank you for your prompt assistance.

Perfectly normal to route gas copper pipework externally As for the connection to the gas mains, no it has to be the gas carrier company
