Bedroom wall plaster crumbling off and is wet

I have a bedroom wall which has the wallpaper coming off and the plaster behind is crumbling off and wet. Window has been changed last year. Would anyone know what it coud be as it also has mould on wall paper? Thanks UPDATE. The problem is a down pipe going down on the other side of the wall which has caused this all, the pipe is fully blocked,which has caused the water to go into our bedroom walls. The neighbours guttering goes into this downpipe but our water is not going into our own pipes, therefore will have to remove the downpipe as neighbours have been informed, as its a shared pipe. Doubt they want to sort it out. Thank you...

If its in the reveals of the window box i'de look at the seals on the outside on the weather side around the window surround, it could be that the roof tiles above the window, and look at the soffit also, these could be the source of the problem..... Check the tank in the loft space, it could be that the overflow ball could be corroded and faulty giving rise to an overflow issue. Without seeing the window box I'm going on probabilities alone. By the sounds of things you have water ingress probably coming from the guttering or down pipe, or a condensation problem and not enough ventilation After investigating the home owners have confirmed it was caused by a blocked down pipe exactly what I suggested from there description.
