You are not allowed to fit an EV charger to a residence that has looped mains. You and the the sharing property have to be unlooped so you each have a separate supply. You must apply to your local electricity supply company for permission and they need to carry out the necessary works. They will need to dig a trench so either you or your neighbours drive or garden will be dug up. If your neighbour refuses you won't be able to have one.

You will need to submit a application form for notice of connection of a EV charger. Normally, this would be done by the person doing the installation and must sent to your distribution network operator (DNO), not your electric supply company. Depending on DNO, the time period for unlooping a supply can take a few months.
