No you can't. This will cause serious issues. The system must be drained down first and even then you will get residual water in the system. The pipes then need capping off properly, Then pressure testing to ensure there are no leaks. Get this done by a professional.
If you bodge this and you get a leak, you may not be covered under your house insurance.

No you can't cut just like that. Needs to drained and stop the water and empty
No I wouldn't recommend just cutting them off. They have water inside and will be under pressure. Unless the pipes are no longer connected to the system?
System will need to be drained first. And the pipes will need to be capped.
