What can I do about damp floors and flooring

We moved into a quite old ground floor flat, that has concrete floors (with some old tiles over the top). It gets so damp because of rising damp and due to moisture in the air when it gets humid. I don't know what to do about installing flooring. We have air vents in the rooms for air circulation and we will be getting dehumidifiers. But what do we do about flooring? We can't afford to have too much done, we just live in a council flat (and they won't help solve the problem).

2 x options, either the room tanked which is a lot of work, or dpm sandwich, but the rising damp is the issue and humidity also, what ever work is to be done it won't be a cheap fix, if it isn't done properly mould will start appearing and the flooring will fail.

Damp Proof Membrane (DPM) Underlays. All these underlays feature a Damp Proof Membrane (DPM). This is necessary when laying over concrete subfloors or to protect your flooring from damp coming from below.

DPM you can also apply it like a thick paint and may seal the floor
It may push damp out to the lower walls tho
Wear protective gear but not as difficult as it sounds
