I mean, you can not sure the reason though.
You’d also have to cover the DPM with smoothing compound (I’m guessing you’re talking about a liquid DPM as opposed to 1200 gauge visqueen sheet)

If the floor is concrete a damp proof membrane can be applied before sceeding the floor and fitting tiles
