I own a leasehold house in Manchester and wish to add a toilet into a first-floor room, any advice on do I need to apply building regulations?

You dont need building regs to install a toilet but you will need them if there needs to be a new soil stack connected to the drains. If feasable, a macerator can avoid the need for a new soil stack.
