Boiler Not Firing when controlled on Heating side option of Timer/Control Box

My Oil Fired Boiler is controlled by a Drayton LP241 Timer/Control Box but will currently only Fire Up when the Hot Water side option is selected. I replaced the 3 Port Valve and Actuator to start with and have now also replaced the Drayton Box as well but this has made no difference. It would appear to be an electrical/boiler control fault somewhere but not sure what the cause of the problem could be?

this could possibly be the room thermostat at fault, with the programer set at heating only and the room thermostat turned up you should have 240v power on the white wire from the 3 port valve, if you haven't then the room thermostat is at fault. this is assuming you have power from the programmer to the room thermostat which you should have if wired correctly and new
