Render repair back to brick?

I have some blown render which I’ve hacked off easily enough. Underneath I can’t see the brick unless I chisel away further taking off approx. 20mm more off. This layer underneath seems solid and not hallow. It is also a nightmare to try to chisel off even with an SDS drill. Do I need to go all the way back to the brick or can I apply new render on top of what is either the base coat or a previous layer? Thanks for the advice, I’ve taken off the hallow sound render top, bonded and gone over the with a new coat of render. This is a stop gap measure to get me through winter. Hoping to have it taken back to brick and redone by a professional in summer next year, money and weather permitting.

I personally would take it back to the brick it’s gone hollow for a reason so start with a blank canvas. Alternatively you could red grit the backing coat but would still have to do two coats hope this helps.

There are usually 2 layers of render. First layer is a scratch coat with waterproofer, sand and cement. 5 part sand 1 part cement. This coat sounds like it’s fine. Now the 2nd coat known as the top coat should also have waterproofer. 4 part sand 1 part lime and 1 part cement. The bottom layer sounds solid so just take loose off. Then I would apply rendergrip to stabilise background. Apply render and make good the next day…..weather permitting of course.

If you want to go over that your problem, but if that is loose like you said what's the point to go over better hacking the old render to the brick, thats my opinion not a decision. You don't need to think about the cracks on 6 months, that inforcmen mesh can't hold the cracks from the old render.
