Is it true that slurry does not cover darker patches on top of slurry?

Before a tradesperson painted my garage floor with slurry, my garage floor had no dark patches. But after he painted it with slurry, there are darker patches on top of the slurry. What might be wrong? When I asked him to paint another layer of slurry, he said slurry does not hide dark patches. My question now is: if slurry can cover the colour of the concrete floor, why can it not cover the dark patches??

the slurry should all be applied in two coats to get a good seal

Hi the dark patches on the slurry is showing where the damp patches are under the floor you should give it two coats also damp Down the floor before applying tanking

i figure that if the floor is painted correctly, the paint would cover any dark areas.

Could be that the slurry if cement based has absorbed contaminates that were in the fabric of the floor slab in certain areas of the floor
