How long should the boiler take to reach its target temperature for heating

My boiler I am sure was not taking as long as almost 20mins to reach its target flow temperature for radiator circuit. I have approx 12 radiators, there is no air in radiator. The boiler is working at 3/4 of the flame for 20mins to reach 65degrees and the flame drops as it works less hard Is this normal or indicating a problem if so what could it be ?

Yes it’s fine, it’s called modulation, as the boiler’s return sensor senses the heat coming back from the radiators it’s starts to modulate down and slow the fan and gas valve to enable the boiler to be more efficient.

You could have a problem with the circulation in the heating system customer do not know that they should power flush your system every 5 years with a cleaner then add inhibitor
