Do I need to submit Building Notice prior to installing pipework for new central heating system?

The property is a mid terraced Victorian, 100m² and has never had central heating. I plan on installing 12 radiators and the pipework and pressure testing, then employing a Gas Safe registered plumber to install a combi boiler. The radiators will be sized for the heating to run at 50°c, and pipework will run through joists and be insulated according to regulations. Do I need to contact building control before getting started on the pipework?

No there's no need to contact building control, only unless the building comes under 'listed buildings'.
