Sealing before rendering

I have a dusty flakey cement surface on a wall that I want to repair the render on. What type of sealant / bonding agent will secure the dusty surface and then allow render to adhere to it ? Once the render is repaired I will paint with external masonary paint.

Are you a tradesperson and able to answer this question?

Normally I use of product from MAPEI brand. I don't understand exactly what you need to do,but for sure for work you need to do you found exact product from this brand ( in my knowledge is the best brand)

Paint on 4:1 ( 4 parts water 1 part PVA ) on to the old render/wall, clean area with a wire brush first, if the render is needing repairs ( sounds hollow when you tap it) cut out the old render and re-render. Pj

I would make sure all loose render has come off first. Apply a SBR slurry & let to dry. Then apply 2nd coat of SBR & apply render when the SBR is tacky. Don't worry if you see a blue colour when applying SBR as it goes clear.
