Gas engineer didn't fit internal filling loop on new boiler

Hi all, I recently had a new gas installation done, for a Main Eco-compact combi boiler. However, I've encountered an issue with the installation that I'd appreciate some advice on. The gas engineer who performed the installation did not install the internal boiler filling loop as I had expected him to, for some reason. Instead, they kept the old external filling loop from the old boiler, which is located under the cupboard beneath the new boiler. When I raised this concern with them, they initially agreed to install the internal filling loop, which is much more convenient to use. However, when they came back to do it, they claimed that it would require cutting and rejigging the pipes and would be a significant job taking half a day. They admitted it should have been done during the initial installation, but now it is harder to fit. As a result, they are reluctant to proceed and seem to be subtly suggesting further payment for an already expensive boiler installation. I'm not happy with the situation. What can be done to remedy the situation?
