Small Oily patch seems to be 'eating' skirting board?

we have a W/C in a basement room and a small patch of pained skirting board started to flake a bit and over a few weeks seems to be 'weeping' a strange sticky residue. My first though is damp but even thought this is a basement room the whole thing was type c Membraned 5 years ago and is probably more water tight than the rest of the house. Is this some kind of mould or wood rot?
Are you a tradesperson and able to answer this question?

It sounds like it's not been properly treated before painting. Wood needs knotting solution applied to knots in wood before painting

Sounds like it was timber skirtings and they it didn't receive any knotting solution before priming and painting, so the knot is now bleeding through

If the stickey residue is secreting from a knot ... there is nothing to worry about. You can purchase a compound from your local DIY, a substance called knotting. Just clean back the residue by sanding it down, paint over the knot with the knotting compound then paint over the area with your usual primer and finish. Hope this helps.

The oily Patch is probably the paint lifting of the skirting if there mdf try will Flake and Mottle quick might be just over spill from the whb or shower/ bath
But no harm in getting plumber round see if there’s a small leak

If the residue is is quite viscus my guess is it will be sap comeing out of the wood
