External brickwork

My brickwork has been injected on my external wall in a end terrace alley way. On the base brick there is slate running down the whole wall but stuck on the face of the brick. Is this used for a moisture block? or decorative. TIA

Without actually seeing the job it is difficult but if the slate is actually on the face of the base brick I would suspect it is there to prevent the ingress of surface water.

The slate is serving No purpose other than trapping water/moisture into the brickwork.

Depending on the property materials and other factors too numerous to go into without viewing the property slate was a well known method of preventing damp however this was when then house was under construction a layer of usually blue Welsh slate was inserted at dpc level To combat rising damp as its so dense however as it is on the outside of the wall this is acting as a barrier to rain and external water penetration Old school

they used to use slate years ago before damp proof membrane was invented, it was used as damp course, as for putting on the face of the bricks it would trap moisture which will penetrate into the cavity of the house, I'd recommend removing this and letting the bricks breathe, and repair whatever you may find once removing them
