Is it possible that water meter isn't recording water coming out of bathroom cold tap?

It's a flat. There is a pipe that comes off the shared mains, with a stopcock there. It then splits off to the bathroom first, and then to the kitchen. The water meter is on that incoming pipe under the kitchen sink. The boiler is in the kitchen, so I assume somewhere there is a pipe going from the kitchen to the bathroom supplying it with hot water." Is there ANY possibility that the water meter isn't recording water coming out of just the bathroom cold tap? (If there is, if possible please tell me what I should be looking for to confirm it)

The water meter will turn when it registers a water flow, so, to test, turn appliance on, if meter is turning it is connected

For the meter to record water usage, it would need to be connected to the main water at the point it enters the property, usually under the sink in the kitchen as that's usually the first outlet on the system, however if as you say the mains supply feeds your bathroom before the kitchen and the meter has been put in the kitchen, then the meter wouldn't register the water used from the bathroom. Sounds like it's been fitted in the wrong place. Good news for you though.

Yes the water meter will turn when it registers a water flow, so, to test, turn appliance on, if meter is turning it is connected !!
